No, it is not possible to have two accounts with the same email address. The email address is used as an identifier for CRM Contacts when creating new users. As an example, if you complete a portal registration with any given email address, our plugins check CRM for existing contacts with that email address. If one exists, it will create the portal user record using that contact, and if not, will create a new contact.
This is just one example of where duplicate email addresses could cause unexpected behaviour, but the email address is used as an identifier in other aspects of portal functionality as well.
